The Institute for Consumer Research and Sustainable Consumption (vunk) at Pforzheim University of Applied Sciences bundles the university's interdisciplinary research activities on issues of the future society. It offers a platform for applied research in the field of consumer, user and sustainability research. It facilitates transfer as well as exchange and cooperation with and also in relation to government agencies, civil society, business, media and politics. The work of vunk refers to the research, co-design and support of a society of the future, its technology, economy and legal framework. This is done with the aim of balancing the diverse interests.

On the basis of this balance of interests is formed by basic values on whose validity a society of the future can agree across the board; e.g. fundamental rights. The vunk focuses its research on the user and his or her relationship to products, business models and (digital) goods. The results of research at vunk are regularly fed back into teaching at the university. Above all, however, they are also introduced into the scientific, social and political discourse. The competence center is characterized by a particularly broad and well-founded interdisciplinarity.

Thus, legal scholars, business economists and economists, scientists from the fields of market and opinion research, technology, psychology, quantitative methods as well as design sciences participate in the competence center. Consumer policy aims at protecting and empowering consumers. Consumers are a very large group but they suffer problems of collective actions.

This is why governments, consumer organizations, and companies apply tools such as bans, regulations, advice, litigation, or self-regulatory standards. Relations between companies and consumers are asymmetrical, with consumers lacking vital information. Additionally, behavioral economics reveal striking biases: habits, norms, and irrational attitudes shape everyday consumption. Governance of consumer policy is different, however, resting on different ideas and ideologies, as comparative politics shows. Complex digital markets, the service industry, and the quest for sustainable consumption are core challenges to consumer policy. Companies need consumers to sell.

Consumers need companies to deliver. The relation between companies and consumers is not as adversarial as between employers and employees. Neoclassic economics holds that markets will provide whatever individual consumers long for: good quality, low prices, and choice at every level. Why consumer policy, then? Consumers stand on the weak side of an asymmetric relationship. Struggling with information overload and short on time, comparing products is messy.

Lots of information biases as well as behavioral biases shape consumption. This is why collective action of consumers is necessary to maintain effective markets. Supposing, mass of consumers buy products with minor flaws. No single consumer will take up efforts to complain or even to sue. This collective behavior leads to economic inefficiency. More fundamentally, people expect governments to safeguard against dangerous products and hazards.

Last but not least, consumers also bear political responsibility because buying comes with price tags for others. This is why collective action is necessary. Consumers are among the largest social groups in society, spanning all categories of social status, gender, age, and cultural attitudes. Consumption is both the basic need and symbol of expression. To consume is not only to buy a good, but also the way consumers use and recycle those goods is at least as important as purchase. Consumption is both individual choice and social behavior, it is deeply rooted in group thinking, norms, and tradition, and it is mostly embedded in households.

Yet, consumers are not as well organized as employees, professions, or business groups. Their collective action problems exceed those of most other groups. Consumers are a large and heterogeneous group that suffers a fundamental dilemma of free riding. Consumers neatly fit in what Mancur Olson called ‘diffuse and weak interests’ (Olson, 2003): nobody is willing to join collective action because everyone will benefit from it. This is why governments often support and subsidize consumer organizations, especially in Europe. In the United States, foundations and public interest law firms act as political entrepreneurs.

Theoretically, government consumer policy has a broad range of instruments at its disposal to pursue these political goals. However, where individual lifestyles and consumer decisions are concerned, financial incentives and informational measures are hardly effective in practice, and prohibitions and prescriptions are controversial and risky. Therefore, instruments that subtly and effectively “nudge” or direct individuals towards sustainable and healthy behavior instead of forcing or obligating them seem more attractive at least from a political perspective.

Such measures are proposed by Cass Sunstein and Richard Thaler according to their concept of “nudging”, offering one of several methods from behavioral science that can be critically examined. This concept is linked to the term “libertarian paternalism” which designates a mixture of retaining individual freedom and well-intended state intervention that seems idiosyncratic and counter-intuitive at first glance. This research project considers the whole range of instruments that possess potential in consumer policy but pose risks as well. "InivPol" endeavors to first allocate these new forms of steering behavior among the “toolbox” of instruments and then provide an overview of the application of behavioral economic instruments in selected countries. This concerns the question of how and to which degree steering instruments informed by behavioral science can be observed in OECD countries and how they function. The analysis pertains to political measures in the fields of health politics and energy and climate politics.

The second part of the project analyses possible applications which, though they are proposed by behavioral scientists for certain areas, face (possible) hurdles and resistance in the political process.
